Jill and bill each rounded 2,639,456 to the nearest ten-thousand. Bill got 2,640,000. Jill got 2,630,000. Who is correct? What was the error?

Bill is correct. Jill is incorrect.
Jill's error is that she didn't take into account the 9 in the thousands place, so she didn't round the 3 in the ten-thousands place up to a 4, like Bill did.
