The EIN is assigned by the D. Internal Revenue Service (IRS). The IRS deals with taxes, so it is only natural that if this facility wants to obtain an EIN for business tax accounts, it should go to the Internal Revenue Service where that can be accomplished. A and B deal with education, not taxes, whereas C deals with trade.
