This completely depends on the community in question. Soon with the help of Amazons drone system, such communities will be able to overcome this limitation and enjoy normal delivery services for example. However, this is a privately funded organization and not a state organization/government.

The government has done its best to aid what the nation needs, it just so happen that we are expecting scarcity as of the moment. Scarcity happens when the supply, ideally, must be greater than the demand needed, however, unfortunately, demand is greater than supply nowadays.
