Answer

Letter H

Step-by-step explanation
The order of symmetry is the number times an object appears exactly the same when rotated about a certain axis.
From the word HAPPY, only letter H will have 2 order of symmetry.
When rotated at 180°, It will look exactly the same.
A, P, P and Y have only 1 order of symmetry.

The letter H is the only one in the word "happy" that has the rotational simmetry on the order of two. In fact, if you rotate the letter H 180° clockwise or counterwise, it will still look the same; it is called "on the order of two", exactly because you've rotated it 180° (two rotations of 90°).
