First you see how many zeroes there are. 2 right, now, which number has two zeroes? 100 has 2 zeroes so that definitely fits. So, you put 2 as the numerator and 100 as the denominator and that is how you convert it.

It is impossible to write 0.02 in tenths.

Let's review.
.
Let's say we have decimal 0.123.
.
In decimal format...
.
1 is the tenths place.
2 is the hundredths place.
3 is the thousandths place.
.
And so on.
.
So... unfortunately, you cannot write 0.02 in tenths.
