Circle radius = 2.75 m
People's reach = 1.5m

Get the area of the circle.
A = π r² ⇒ 3.14 * (2.75m)² ⇒ 3.14 * 7.5625m² = 23.75 m²

Get the area of the inner circle:
r = 2.75 m - 1.5 m = 1.25 m

A = 3.14 * (1.25m)² ⇒ 3.14 * 1.5625 m² = 4.91 m²

Subtract the area of the inner circle from the total area to get the area that people can reach.

A = 23.75 m² - 4.91 m² = 18.84 m²
