there are several factors that contribute to the success, such as :
- Belgium was really rich in Coal and Iron, which was a very hot commodity during the industrial revolution
- back then, Wallonia, a city in Belgium, is the birth place of world renown trade unions
- The Government policies are suitable for the development of modern industry
