Why doesn't Penelope confront the suitors for trying to kill Telemachus? She doesn't know they are plotting. She does—she just has no power to enforce it. She is afraid of angering the suitors. Her serving women warn her not to.

Penelope knew about the suitors and their plot to kill Telemachus but she did not have enough power to do anything about it.
