E. Factor out 3 from the first two terms.
f(x) = 3x² + 6x - 8
f(x) = 3(x² + 2x) - 8
f(x) + 8 = 3(x² + 2x + __)
f(x) + 8 + 1 = 3(x² + 2x + 1)
f(x) + 9 = 3(x+1)²
f(x) = 3(x+1)² - 9
