What was one of the first things President Hoover did to combat the effects of the Great Depression?

President Hoover basically did nothing. He was a "do nothing" president. He believed that Americans got themselves into their financial mess and that they should get themselves out of it. He didn't want the federal government to intervene with citizens affairs. This was called rugged individualism.
