In question A, when you pick a number from a hat, and you go on and pick another number from a DIFFERENT hat, the results of both experiments are not affected by each other. Hence these are independent events.

In question B, when you take out a sock, you put it back, and then go on and take out another sock, the result of the first experiment would not affect the result of the second one because, the total number of socks in the drawer would still remain the same.
