(3x^2-2y)*( 8xy ^(-3) )

Remove parentheses : (a) = a

= (3x^2-2y) * 8xy ^(-3)

y^(-3)

Apply expoent rule

a ^(-b) = (1)/(a ^(b) )

= (1)/(y^3)

8x (1)/(y^3) (3x^2-2y)

Multiply fractions:

a* (b)/(c) = (a*b)/(c)

= (8(3x^2-2y))/(y^3)

hope this helps!
