House members allotted per state is based on population. Since California has more people living in it, it is allowed more members.

The Congress of the United States is composed by two chambers, the Senate and the House of Representatives. The lower chamber which is the House of Representatives has currently 435 members. The number of members of the house changes in relation to the population change of each state. That is why the state of California has more house members, 53, than Wyoming that only has 1 member. This comes as a consequence of California has an estimated amount of 39.000.000 citizens which is 12% of the total country's population, while Wyoming has an estimate of 540.000 citizens.
