We have that Marc mixes 4 cans of blue and 6 cans of yellow, and on the second day he mixes 6 cans of blue with 9 cans of yellow, then, we have the following proportion:


\frac{\text{cans of blue}}{cans\text{ of yellow}}=(4+6)/(6+9)=(10)/(15)

then, the ratio of blue paint to yellow paint is:


\begin{gathered} (10)/(15) \\ \text{simplified:} \\ (2)/(3) \end{gathered}
