Explain why reactivity increases by linking increase in atomic number, number of shells with the shielding of outer most electron

the higher the atomic number, the more shells an atom has. the electrons in the outer shell are more reactive as they have a weaker attraction to the nucleus as they are furthest away from the nucleus.
