Yes the student is correct in his assumption that the kinetic energy of liquid molecules decreases as a liquid freezes. The molecules in the solid form start vibrating by staying at the same place, while in the liquid state, the molecules can move around vibrating. The solid structure does not let the molecules to loosely move around and so kinetic energy of molecules decreases.
