Why did world leaders follow a different plan for reconstruction following WWII than the one used following WWI? Germany was in ruins and broke. The failure of social and economic reconstruction following WWl was thought to be a cause of WWII. Leaders were unable to get Germay to pay reparations so a new plan was sought. Some countries turned to communism so no plans were needed.
