He has $27 so the total amount spend has to be equal to or smaller than this value.

The total amount spent will be 6 times the price of a sandwich (6x, if x represents the price of a sandwich) plus 3, which is the amount of the kid's meal.

Then, we can can write that the total amount has to be equal to or smaller than 27 as:


6x+3\leq27

This inequality can be solved as:


\begin{gathered} 6x+3\leq27 \\ 6x\leq27-3 \\ x\leq(24)/(6) \\ x\leq4 \end{gathered}

So the sandwich has to cost $4 or less.
