An absorption spectrum is formed when an electron jumps from the lower energy state to the higher energy state after absorbing energy from a photon. The outer orbitals have more energy. And the electrons in the inner orbitals have less energy.

Thus for the absorption spectrum to produce an electron needs to jump from inner orbitals to the outer orbitals.
