The government was established by the Manchu Aisin Gioro clan in Manchuria. In the late sixteenth century, Nurhaci, basically a Ming vassal, started making Banners, military-social units that involved Manchu, Han Chinese, and Mongol elements. Nurhaci set the Manchu clans into a combined entity. By 1636, his son Hong Taiji started driving Ming forces out of Liaodong and announced a new dynasty, the Qing. In 1644, provincial rebels led by Li Zicheng captured the Ming capital, Beijing. Rather than serve them, Ming general Wu Sangui made an association with the Manchus and initiated the Shanhai Pass to the Banner Armies headed by the regent Prince Dorgon, who destroyed the rebels and captured the capital.
