3a-12b+21
-12b+5a
so, yes it is

-12b + 5a = 3(a-4b) + 2a
Add 12b to both sides
5a = 3(a-4b) + 2a + 12b
Subtract 2a from both sides
3a = 3(a-4b) + 12b
Expand 3(a-4b)
3a = 3a - 12b + 12b
Cancel out 12b
3a = 3a
Yes they are equivalent
