What do they mean when they say, "Society pays for the end results of alcohol abuse"?

Do they mean that the person who consumed it pays the consequences or literally the government and society donates money/pays for the mess that person made...?

I would say both, because firstly the person, if he/she drinks too much, they will pay for it healthwise and may even put an end to relationships. Secondly, they will create trouble in their community and the govt will be given a bad name. That's just my opinion, though.
