Saudi Arabia (it covers most of the Arabian Peninsula). Its west Coast is on the Red Sea, and its East Coast is on the Persian Gulf.

I believe the answer is: Saudi Arabia

The majority of the land in Saudi Arabia is covered in sand, which make it really hard for the majority of crops to grow in this territory.

But The economy in Saudi Arabia could still thrive due to the amount of oil reserve located in its territory.
