To find a fraction as a decimal you would divide the denominator by the numerator.

Decimal:
-3/8 = -.375

Then for the percentage you would move the decimal two places to the right.

Percentage:
-37.5 (Since the number to the right isn't a zero we can't drop it) therefore the percentage would be -37.5%
