this is just a guess, but my best theory is that "fourteen to sixteen and a half" refers to time. army time in fact. it doesn't stop at 12:00 at midday, but goes on. 1:00 is 13:00. so i think that "fourteen to sixteen and a half" is translated as "2:00 to 4:30"

i can't tell what else is part of the quote due to a lack of quotation marks... so idk if "Ber hundred repetitions" is part of it or not.

Bet can stand for "Bit error rate" (has to do with some error on a computer) or "Basic encoding rules" (has to do with a self-identifying encoding scheme)
it can also stand for quite a couple other things, but it might also be a name?
Bet also might be Basal electrical rhythm. (look up on wikipedia) it seems to be referring to a slow rhythmic pattern of smooth muscles...

so i think it means twice a week, from 2:00 to 4:30, 100 times slowly.
