It's when there is a conflict in which you have to choose between two or more actions and have moral reasons for choosing each action.

A moral dilemma, or ethical paradox, is a problem relating to the process of making a decision, in which two moral imperatives of an exclusive nature make a person hesitate as to what action to take. They are a dilemma because choosing one may imply the transgression of the other, but both demand their exclusive obedience even though they can´t both be satisfied at the same time.
