Can a page can have a high needs met rating even if it is not related to the topic of the query

No. If someone searches a topic and receives results that does not relate to what is found, they can not have a high needs met rating. A high needs met rating means that the search options that were found, highly meet the needs of what was being searched. The topic must actually pertain to the information found to meet a high needs rating, if it doesn't correspond, it would be a low needs rating.
