D. John Locke was known for the natural rights statement so it's not B. It's not C because we know that John Locke wanted the people to have rights. It's not A because that is basically saying that a gov't should treat it's citizens reasonably and fairly. It's D because that means that the gov't should just betray the citizens just because they did something wrong. John Locke was all about the citizens!
