That statement is true
even though studies have concluded that children with fetal alcohol syndrome is strongly linked with slow development of mental capabilities
It still has not yet be proven that it affect the development of the child's emotion, so it is very unlikely that the child with FAS have problems with self-control or emotional outbursts
