The answer is B. I remeber reading in my student workbook that Y is regarded as both a vowel and a consonant.

ANSWER: B)Y

EXPLANATION: The letter Y is considered to be both a vowel and a consonant in the pronunciation guide. It is considered as the 6th vowel after A, E, I, O, U because sometimes it sounds more like a vowel than a consonant. In the pronunciation guide, G, H, I, L, R, U, W are also considered as vowels depending upon their use.
