If he can not buy more than half of a pound, that means that is the greatest he can get so that would tell us that he can only but a half pound of cheese, because he has no more. =)

Since Bill doesn't have enough money to buy
more
than 1/2 pound of cheese, the most cheese he could buy with his money is half a pound.
