if you mean 4P(y-k)=(x-h)^2 then
y=3(x-2)^2-4
add 4 to both sides
(y+4)=3(x-2)^2
divide both sides by 3
1/3(y+4)=(x-2)^2
4(1/12)(y+4)=(x-2)^2
