22/0.05 = 440
therefore the cost of the item was $440
(5% of 440 = 22)

22.00=tax
therefor
22.00=5% of total
5%=5/100=1/20
'of' means multiply
22.00=1/20 times totl
multiply both sides by 20/1 to clear fraction
440.00=total
cost of items is $440.00
