Just replace
x with its given value:

9x^(2)-4x-3~~~~\text{where }x=-2\\ \\ \\ 9\cdot (-2)^(2)-4\cdot (-2)-3\\ \\ =9\cdot 4+8-3\\ \\ =36+8-3\\ \\ =41
