First you move the decimal point so that the number is less than 10. Then you would want to add x10 to that number and take 10 to the power of how many places to the left you had to move the decimal point. In this case, the answer is 2.5x10^3

2.5 * 10³
You move the decimal to the left three places, so it is 10³.
