I think the answer is 8 because it is like a ratio.
1.5 : 1
12 : ?
so 12/1.5= 8 so to get to 12 you multiply 1.5 by 8 and you would do the same thing to the other part of the ratio, and 1*8 is 8. Hope this helped.
