I think this because I read about the Anaconda Plan. This consisted of blocking all of the North's Coast. This way it would eliminate the possibility of confederate help from aboard. They were also trying to outlast the political will of the United States. They wanted to do that to drag out the fight as long as possible so it would be more costly. The confederacy's goal was to secure independence from the North and to establish an independent nation free from Northern political oppression and the repression of slavery. The Confederates also had the advantage of being able to wage a defensive war, rather than an offensive one. They had to protect and preserve their new boundaries, but they did not have to be the aggressors against the Union.
