first make them equal-
2/3 = 6/9 (they're equivalent)
now compare: 6/9 vs 7/9
7/9 is bigger

To see which is bigger you have to make them equivalent.
The fractions 2/3 and 7/9 are not equivalent. To make them equivalent make the denominator same. To do that multiply 3 by 3.
2/3 x 3 = 2/9
New fraction = 2/9 and 7/9
7/9 is greater
