The country lacks its own, stable and affordable gas supply.
The gas in Ukraine comes from Russia (Russia actually sells its gas to most of Europe and the pipeline through which the gas flows to Europe runs through Ukraine as well) and Russia often uses this to blackmail Ukraine politically.
