True.
You find few major cities in mountainous, non-volcanic areas; they tend to be coastal cities or by a river which are locations where trade is easy. Trade is a major factor in the development of a city as are the attainment of goods that are tradeable (crops etc need fertile land like deltas and temperate conditions).
