we know that

To convert the decimal as fraction in this problem, multiply and divide by one hundred

0.07=0.07*(100)/(100)=(0.07*100)/(100)=(7)/(100)

therefore

the answer Part a) is

the decimal as fraction is equal to
(7)/(100)

Part b)

we know that

1 dollar is equal to
100 cents

1 cent is equal to
0.01 dollars

the tax is equal to
0.07 dollars

so

by proportion

(100)/(1) (cents)/(dollar)=(x)/(0.07) (cents)/(dollars)\\ \\x=100*0.7\\ \\x=7\ cents

the tax is equal to
7 cents

therefore

the answer part b) is

There are
7 cents of tax in each dollar
