Imagine a state passed a law allowing the issuance of open-carry licenses for firearms. according to the interstate relations requirements of the constitution, would the other states have to recognize these licences?

Currently, states such as Arizona do have an open carry law for firearms. If I traveled to the state of California where laws are much stricter, I would have to recognize that state's laws and conceal carry, unless I do not posses a permit. Therefore, open carry laws do not appeal to states that don't recognize it such as California.
