The picture is illegible.

Slope of line y = -9x+6 is -9
Slope of any perpendicular to line is -1/9

Point-slope equation for line of slope -1/9 that passes through (3,5):
y-5 = (-1/9)(x-3)

The equation can rearranged to slope-intercept form or standard form. (Since I can’t read the picture, I don’t know what form of equation is needed.)
