For this you should set up a proportion.
2/3. 1/3
------ = --------
x. 3/3
Then cross multiply 3/3 x 2/3 and divide by 1/3
2/3 x 3/3 = 6/9
6/9 \ 1/3 = 6/9 x 3/1 = 18/1
Peter sells 18 bags of rice per hour.
