Rational numbers are those numbers that can be written or can be expressed as a fraction or a ratio and both numerator and denominator of the fraction are both integers or whole numbers. A rational number in the form of fraction when divided out becomes a terminating or repeating decimal. On the other hand, irrational numbers are the numbers that cannot be written in a fraction form. They also cannot be represented asy terminating or repeating decimal because irrational numbers are non-terminating and non-repeating decimals. Therefore, 1.76 is a rational number because it can be written in fraction form as 1 76/10.
