The reason is because we consume more energy during exercise and more oxygen is needed during the metabolic reactions to release energy to the muscle.

The body increases the oxygen to the muscles by increasing the respiratory rate (breathing faster). Along with more rapid breathing, the body also dilates the blood vessels and increases the heart rate to speed the delivery of the oxygenated blood to the muscles.
