Temp. at base = 5°F
Now,
So, temperature at x height =
5 - (x/500)1.6
So, at 3000 ft
= 5 - (3000/500)1.6
= 5 - (6)1.6
= 5 - 9.6
= - 4.6 °F

Multiply 1.6 by 6 (you find six because it's for every 500 feet, and you went 3000), this equals 9.6. That's the change in temperature. So 5-9.6=-4.6. At 3000 feet the temperature is -4.6°F.
