How many more votes did Virginia have than Rhode Island in the confederation congress

Neither had more votes than the other, because each state had only one vote.

In the Confederation Congress, Virginia and Rhode Island, had the same amount of votes. Each of the Thirteen Colonies had one vote. So although Virginia is much bigger than Rhode Island they both had one vote in Congress irrespective of how many delegates were sent. There was equal representation in Congress regardless of the amount of land, population or wealth.
