It can also refer to any extreme group or government that suppresses other people. Even today there are groups who have these characteristics and are a threat to others.

All of these are characteristics of a breeding country where fascism can survive and thrive. The things you've mentioned are all characteristics of Germany before the beginning of the World War II because people exhibited these things there.
