sans-culottes simply means "without fancy trousers". it describes the working/peasant class during thr French Revolution who resented the fancy clothes the rich wore

Les sans-culottes : ce sont des révolutionnaires, ils portent un pantalon long,ils ne portent pas la culotte(pantalon court) et les bas comme la haute bourgeoisie, la noblesse.
